I have highlighted the statement. Doesn't it mean that the schools with highest acedemic performance then other would be ranked higher(8 being the highest) in order 8-7-6-5-4-3-2-1;

Yes, you are right. In here if for say school S is 8 then X another school who is below It will have less academic performance than S only. Let say there is another school A which ranks 6, then it would have less academic performance than both X and S and so on.
