L.R (input output)

Good morning sir/mam

in this set of input-output pattern it is given that we have to 1st move the word in alphabetical order to the ledt end and then in the same step largest no move to the left end in the decreasing order

And even no increased by 1 and odd no decreased by 1 before shifting .....soo as input is ask in question the total step of answer will be 6 but in answer only at step 5 it has completed by doing 2 pair of arrangement

Why? Basically it has to be 1st done 1 pair in step 5 (29 , underground, 34......... )
And then in step 6 (27 villa 29......)

But why these both has done in 1 step
